Use Tailscale for your own devices or a properly configured HTTPS reverse proxy for family access. Do not expose Jellyfin’s plain HTTP port directly to the internet. Plex wins on convenience and client polish; Jellyfin wins on control and ongoing cost. You can install both against the same read-only media folders for a few weeks before committing, since the hardware choice is basically the same.
Don’t buy the server until you’ve checked your internet upload speed and every playback device you plan to use. A fast CPU cannot fix a weak upstream connection, and poor codec support on an older TV can force unnecessary transcoding. Testing both does not mean running them forever will be effortless. Give each application read-only access to the actual movie and music folders, and store its database and artwork somewhere else. That prevents a bad setting or plugin from renaming, deleting, or cluttering your media. Consistent folders and filenames matter more than I expected too. Fixing a messy library before importing it is much easier than correcting hundreds of bad matches later.
For hardware, the N100-class recommendation makes sense for a modest household, but I would not buy around a promise that every 4K file will transcode smoothly. Plan for direct playback first. Spend some of the budget on a decent streaming box for any TV with weak codec or subtitle support. That can save more trouble than moving from a cheap processor to a much larger server. I would use 16 GB of RAM if the price difference is small, an SSD for the operating system and application data, and hard drives sized so you still have room to replace or reorganize them later.
My beginner-friendly choice would be Jellyfin for local streaming to devices I control. There is less account and subscription baggage, and you can learn remote access later instead of exposing the server immediately.
